The City and County of Honolulu has offered HGEA a settlement for employees in Units 2, 3, 4 and 13 who did not file requests for temporary hazard pay as was required under the initial 2021 settlement agreement.
According to the offer, employees who worked for the city from March 5, 2020 to March 5, 2022 — and did not file a request for THP by the March 18, 2022 deadline — would receive a payment of $7,500, subject to taxes, dues, and contributions to the Employees’ Retirement System.
The city is targeting this fall to issue payments to affected employees.
Getting to the point of resolution in this years-long dispute for hazard pay has not been easy. HGEA put up a hard fight to make sure employees who didn’t meet the filing deadline for THP still received resolution for the risks they took to keep government running. We appreciate your patience as we waged this fight on your behalf.
HGEA is NOT making a recommendation on whether you should accept or reject this settlement offer.

Voting Information
- All voting will be done through electronic ballot.
- Voting starts today and will remain open until 6 p.m. Tuesday, May 13.
- An electronic ratification ballot was sent to your personal email address from “HGEA Ballot,” with the subject, “HGEA Non-Filers – City and County of Honolulu THP Settlement Agreement.”
- If you do not see a ballot in your personal email, search for “ballot” in your inbox, junk mail or spam folders. See instructions on how to request a ballot. Ballot requests must be received before 4 p.m. on Tuesday, May 13 (no later than two hours before the close of electronic voting).
Results of the ratification vote will be reported on Wednesday, May 14.
