According to a new report by the Department of Human Resources Development, vacancies in state civil service positions have risen to a five-year high of 27%.
Randy Perreira, executive director of HGEA, spoke with Civil Beat about the growing crisis. “We have … a very big problem here in Hawaii government with vacancy rates that are just a shade under 30%, in some occupations it exceeds 40%,” he said.
He told Civil Beat the state needs to look at multiple fixes, like making wages competitive “because we just don’t pay.” Government benefits also need to be made competitive with the private sector.
“There’s got to be a realization that the state and the counties are no longer competitive with their benefit package.”

Current contracts for all bargaining units expire on June 30, 2025. We encourage you to submit a contract proposal if there is something you would like your negotiating team to consider for the successor bargaining agreement beginning on July 1, 2025.
Proposals must be submitted no later than Wednesday, Jan. 31.
