The City and County of Honolulu has offered HGEA a settlement for employees in Unit 15 who worked for the city from March 5, 2020 to March 5, 2022.
According to the offer, eligible employees would receive a temporary hazard pay at a 15% rate of the entry rate of their salary range for all non-leave hours worked during the two-year time period of the pandemic. Payment would be subject to taxes, dues, and contributions to the Employees’ Retirement System.
The city is targeting this fall to issue payments to affected employees.
Getting to the point of resolution in this years-long dispute for hazard pay has not been easy. Our goal has always been to make sure that any settlement we bring to you is a fair and reasonable resolution for employees who put themselves, and their families, at risk. We appreciate your patience as we waged this fight on your behalf.
HGEA is NOT making a recommendation on whether you should accept or reject this settlement offer.

Voting Information
- All voting will be done through electronic ballot.
- Voting starts on Monday, May 12 and will remain open until 6 p.m. Tuesday, May 13.
- On May 12, an electronic ratification ballot will be sent to your personal email address from “HGEA Ballot,” with the subject, “HGEA Unit 15 – City and County of Honolulu THP Settlement Agreement.”
Results of the ratification vote will be reported on Wednesday, May 14.
