Since ratifying an agreement to increase the City and County of Honolulu’s Unit 13 engineering classes’ compensation last year, HGEA has been fighting for architects to receive the same recruitment and retention adjustment. We’re pleased to announce that Mayor Rick Blangiardi’s administration has finally agreed to do so.
The following is a list of affected employees covered under this agreement:
- Architect I through VI
- Chief Control Engineer
- Chief Drainage Engineer
- Chief Plans Examining Engineer
- Civil Engineer I through VI
- Design & Construction Branch Chief
- Electrical Engineer I through VI
- Energy Recovery Engineer
- Mechanical Engineer I through VI
- Plans Examining Engineer III through VI
- Radio Engineer
- Structural Engineer IV through VI
- Supervising Project Manager
- Telecommunications Engineer
- Traffic Engineer I through III
- Wastewater Plant Engineer I and II
Under the proposed supplemental agreement, the following would apply to affected employees on Feb. 1:
- Placement on a new temporary salary schedule at their respective salary range and step. Base salaries will be a minimum of 10% higher than what employees would receive with the current Bargaining Unit 13 salary schedule. Depending on the salary range and step, the increases will be more than what the previous agreement provided. The city will continue to provide higher salary increases at the SR24 level and above to address retention issues.
- Continuation of applicable step movements as employees become eligible according to Unit 13 step movement plan (except following an equity adjustment).
- Continuation of shortage differentials for eligible employees.
- Possible approval of an equity adjustment for employees if a new engineer or architect within a job class covered by this agreement is hired above the minimum step in the same department and is paid significantly higher than an employee in the same or higher job class with similar duties/responsibilities.
While this agreement cannot extend past the expiration of the current Unit 13 contract on June 30, the city has expressed an intent to establish a more permanent solution to appropriately compensate its engineers and architects.
Voting Information
Ratification for the new supplemental agreement will begin on Friday, Jan. 24 and end at 4:30 p.m. on Tuesday, Jan. 28.
- All voting will be done through electronic ballot. Only affected HGEA members are eligible to vote.
- Voting starts on Friday, Jan. 24 and will remain open until 4:30 p.m. on Tuesday, Jan. 28.
- On Jan. 24, an electronic ratification ballot will be sent to your personal email address from “HGEA Ballot,” with the subject, “BALLOT: HGEA – City BU13 Engineer & Architect Compensation Supplemental Agreement Ratification.”
- If you do not see a ballot in your personal email, search for “ballot” in your inbox, junk mail or spam folders. See instructions on how to request a ballot. Ballot requests must be received before 2:30 p.m. on Tuesday, Jan. 28 (no later than two hours before the close of electronic voting).
Results of the ratification votes will be reported on Wednesday, Jan. 29.
