To boost recruitment and retention of engineers, the state has proposed a separate salary schedule for engineer classes through a supplemental agreement. Ratification for this agreement will start on Friday, May 17 and close at 4:30 p.m. on Tuesday, May 21.

The new salary schedule developed by the state is intended to be more competitive by providing new starting rates that are higher than the midpoint of the current schedule. The higher base pay, according to the state, will result in larger increases and greater earning potential when calculating future across-the-board increases. Other highlights include:

  • Ensures larger increases at the SR 24 level and above
  • Retains 10 steps in each pay range
  • Reduces difference between steps from 4% to 2.75%, due to higher rates
  • Ensures uniformity and equity in the salaries paid at each step
  • Ends shortage differentials, which will no longer be necessary

Individual increases will be determined by calculating the difference between the employee’s existing total compensation (base pay plus shortage differential) and the higher rate on the new salary schedule for the employee’s current pay range and step. 

Effective June 1, employees will be placed on the corresponding pay range and step of the EN salary schedule on Attachment 1. Then, effective July 1, employees will be placed on the corresponding pay range and step of the EN salary schedule on Attachment 2, which includes the 3.59% across the board increase. Because individual increases vary, HGEA is NOT making a recommendation on whether you should approve or reject this supplemental agreement.

Here’s a summary of the proposal provided by the state:

  • Effective June 1, 2024, employees will be placed on the corresponding pay range and step of the EN salary schedule on Attachment 1. For example, an Engineer IV on SR 24, step E ($71,280 annual) will be placed on EN 24, step E ($93,960 annual). Any shortage differential the employee was receiving shall be terminated. Based on our review of the data, all current engineers will realize an increase in pay under the proposed new EN salary schedule.
  • Effective July 1, 2024, employees will be placed on the corresponding pay range and step of Attachment 2, which includes the 3.59% across-the-board increase.
  • Additional provisions will be added to Article 14, Compensation Adjustment to address personnel actions that may not be addressed in the current contract (Attachment 3). For example, for promotions involving more than three pay ranges the current contract does not address when the resulting rate of pay falls between steps.
  • Continuation of applicable step movements as they become eligible according to the BU 13 step movement plan.
