TEMPORARY HAZARD PAY

Honolulu C&C Settlement

Details for those who have retired, left service.

A settlement offer from the City and County of Honolulu for temporary hazard pay was ratified by employees in Units 2, 3, 4 and 13 who did not file requests for temporary hazard pay pursuant to the contract and the initial 2021 settlement agreement.

According to the offer, employees who worked for the city from March 5, 2020 to March 5, 2022 — and did not file a request for THP by the March 18, 2022 deadline — would receive a payment of $7,500, subject to taxes, dues, and contributions to the Employees’ Retirement System.

The city is targeting this fall to issue payments to affected employees.

If you worked for the city during the pandemic (see the timeframe above) but have since retired or left employment, you may be entitled to temporary hazard pay under this settlement.

Former employees should confirm with your former department’s human resources office to ensure that your current address is correct.

Appeals Process Information

You have until June 26, 2025 to file an appeal if you disagree with your designation as a “non-filer” and believe you filed a timely temporary hazard pay claim or were told or directed not to file one.

You should use the city’s provided form and include evidence in support of your position. A mutually agreed upon third party will issue a final and binding decision on the appeal. Download the appeals form.

If you are disputing the city’s position and believe you should be entitled to the $15,000 offer for those who filed a timely THP claim, you should do the following:

Submit evidence via email to wilbertholck22@gmail.com with cc: to DHRTHP@honolulu.gov and citythp@hgea.org in support of your position that you should be designated as a ‘filer’ to your department HR office no later than June 26.
