We need to talk about Kauai County’s medical premiums proposal.
They’re offering to cover 100% of the HMSA 75/25 PPO plan or the Kaiser Standard HMO. The proposal also offers a $200-a-month incentive for those who decline coverage.
We’re all for lowering your healthcare premiums and getting extra money into your pockets.
However, the county isn’t offering similar incentives for those of you who pick higher coverage plans. This is concerning since many of you pick these plans based on the medical needs of your families and to keep out-of-pocket expenses lower.
In fact, in the interest of equity and fairness, we’ve asked them on multiple occasions to extend these subsidies to all its employees. We proposed that the county:
- Subsidize or pay more toward the premiums for the Kaiser Comprehensive HMO, the HMSA 90/10 PPO, the HMSA 80/20 PPO and the HMSA HMO plans
- In light of the county’s $200 incentive for those who decline, offer an equivalent subsidy for the Kaiser Comprehensive HMO, the HMSA 90/10 PPO, the HMSA 80/20 PPO and the HMSA HMO plans
The county has refused both suggestions.

Before the county holds a special open enrollment period in September, Kauai County employees in Units 2, 3, 4, 13 and 15 will need to vote if they’re willing to ratify this proposal (as a supplemental agreement).
We want to be clear that this is the county’s proposal, not the union’s. Obviously, if it were up to us, everyone would benefit. Because some do and some don’t, HGEA will be presenting the supplemental agreement to you without a recommendation to vote one way or another.
We’ll keep you posted on the ratification timetable.
